Qatari authorities continue to maintain restrictions to the rights of freedom of expression, association, and peaceful assembly that are not in conformity with international law and standards. For example, the authorities do not permit the existence of independent political parties, and workers’ associations are only permitted for Qatari citizens if they meet strict criteria. Laws criminalizing expression deemed offensive to the Emir also continue to be maintained.
